Request for Qualifications--Mississippi County







Mississippi County, Missouri requests qualifications for preliminary engineering services, final design services, and construction inspection services to assist in a proposed project to be partially financed with Economic Development Administration (EDA) funds.  The remainder of the project will be financed with in-kind labor.  The project consists of redesign on a county road to mitigate flooding. The project scope also consists of repaving the existing road in Mississippi County, Missouri.

Information provided to the city shall include:

1.       The specialized experience and technical competence of the firm with respect to road re-design, flood mitigation efforts, and road paving;

2.       The capacity and capability of the firm to perform the work in question, including

               specialized services;

3.       The past record of performance of the firm with respect to such factors as control of

               cost, quality of work and ability to meet schedules;

4.       E-Verify Compliance; and

5.       References from previous clients of related work with the firm within the past five years.

The firm will be selected based on the above qualifications.  The ability to begin work immediately plus items 2 and 3 above shall receive primary consideration.  Once the most qualified firm is selected, a cost for final design will be negotiated separately from the cost for construction inspection.  Contracting for these activities shall occur separately and costs/payments associated with each will be clearly defined.  Contracts executed for preliminary engineering report, final design and construction inspection services shall be contingent upon the award of the grant and commitment of all project funds. The County Commission will score and conduct technical evaluations of proposals received. The following categories will be evaluated:

·         Evidence of ability to perform the work (30 points);

·         Experience in performing projects that are complex in nature (25 points);

·         References (15 points);

·         Experience in working with similarly sized communities (15 points); and

·         Capability of staff to complete the project (15 points).

The engineer must agree upon a fixed price or a cost reimbursement with an agreed maximum. The engineer must provide a cost breakdown of the fee to be reviewed by the Commission. The Commission will select the most qualified firm whose proposal is most advantageous to the program, with other factors considered, subject to negotiation of fair and reasonable compensation.

The above information should be submitted in a sealed envelope and received no later than November 29, 2018, 9:00 a.m. to the Mississippi County Clerk, Mississippi County Courthouse, PO Box 369, 200 N Main St., Charleston, Missouri  63834.
