REQUEST FOR QUALIFICATIONS

ENGINEERING SERVICES

Pemiscot County requests qualifications for engineering and construction inspection services for the repair and paving of portions of County Highways 470 and 473 along with portions of 362 and 363.  The project is seeking partial funding through the Community Development Block Grant (CDBG).

Information provided to the County must include:

1)    The specialized experience and technical competence of the firm with respect to repair and paving of road surfaces or related work;

2)    The capacity and capability of the firm to perform the work in question, including specialized services, within a period of six months;

3)    The past record of performance of the firm with respect to such factors as control of costs, quality of work, and ability to meet schedules;

4)    The form’s proximity to and familiarity with the area in which the project is located.

5)    References from previous clients of related work with the firm within the past five years; and

6)    Documentation of compliance with E-Verify requirements.

The firm will be selected based on the above qualifications.  Once the most qualified is selected, a cost for the preliminary engineering will be negotiated separately from the cost for engineering design.  Contracting for these two activities shall occur separately and cost/payments associated with each will be clearly defined.  Contracts executed from engineering design and construction inspection services shall be contingent upon the award of the grant and commitment of all project funds.  The ability to begin work immediately and providing all of the above shall receive primary consideration.
